The article is devoted to working out of the new methodological approach consisting in construction of two-system econometric model of developing economies, covering the periods of planned economy and transit to market economic mechanisms. As a result of the analysis both methodological and practical recommendations on modeling national economies and inter-country comparisons are offered. It is shown, that the new two-system approach to modeling of a developing economy during its transition from the planned economy to the market one can be used to work out recommendations on economic regulation of two countries with similar economic development – Russia and Turkey.
