- Abstract
The author considers the aspects of the Soviet planned economy improvement based on the development of program and goal management methods. He emphasizes the methodical features of the elaborated instruments of development management. The author also demonstrates the impossibility of their full realization within the existing planned and directive economy paradigm. He also offers the ground for the prospects of their use in the framework of the development of national economy progressive model and of the new system of strategic economy management. The author concludes by considering the practical possibilities of program and goal management on the example of the Soviet oil and gas industry
