Abstract
In the article authors explain scientific position that the control system of local affairs is under construction according to administrative-territorial division which units serve as a spatial limit offunctioning of local authorities; analyze some Russian and foreign principles of municipal elections carrying and analyze regulations of the number of states; investigate opinions of scientists-jurists. Authors note that in some countries vote is considered as a duty of citizens (Austria, Australia). In the electoral systems offoreign countries for the purpose of the very low indicator of participation in elections the legislator simplified rules of vote increase. The most widespread form is vote by mail.
