Abstract
The territory of rural America is a significant part of the area of the United States (over 70%), the population is about 15% of its population. It has a great diversity of climatic, socio-economic and demographic characteristics. At the same time, to date, there is a list of typical problems of rural areas, which require specific, different from the practice in the framework of economic and agricultural policy measures. The challenges include the long distances and sparseness of population, the imperfection of the system of financial institutions, reducing the attractiveness of many rural regions for business, the problem of chronic poverty in some regions, and a number of others. The need for specific measures was recognized by the community in the postwar period and in the early 1970-s was fixed in law, called the rural development policy (RDP). The variety of rural conditions, and as a result, measures of the RDP, as well as the number of organizations involved in its implementation had two main effects. First, it took a clear definition of "rural" and the systematization of rural areas depending on the prevailing in it industries. Secondly, it was necessary to organize the coordination of activities of all organizations involved in a specific program of the RDP, as well as other programs implemented by them in rural areas. This organization was implemented in the United States on the principle of "national partnership" for rural development. As experience shows this approach for the past 25 years, it has proved its efficiency and can be recommended for implementation in Russia.
